I think I'd call the president of the university and tell him what's going
on, or maybe some law enforcement (FBI?).
But in the mean time make sure you have good strong passwords on any
accounts with elevated priveleges and turn on audit policy tracking
unsuccessful logins and then take those logs to the president and law
enforcement as well. I wonder if he included the detail that he was
instructing them to engage in activities that are illegal.
Are you saying you're the most knowledgeable person and responsible for the
security of the network but you don't really know that much? Then I'd
suggest you call in some professional security analysts or get yourself some
edumacation right quick!
