accounts with user privileges cannot logon to local computer

Hello,

On one pc(windows 2000) (on workgroup, not domain), any
user with only user privileges is unable to logon. At
each logon attempt the following message appears:

"Your account is configured to prevent you from using this
computer. Please use another computer."

If this same account is then given admin privileges, the
account can then logon. I must have an incorrect setting
in my security policy, but cannot find the solution.
