unable to add users with only user group privileges

Hello,

I am running Windows 2000 (sp3) in a workgroup setting. I
cannot add a new user without giving the account admin
privileges. If I add a user with only the user group
privileges, I get this message at logon:

"Your account is configured to prevent you from using this
computer. Please use another computer."

If I then logon as admin, and add the new user account to
the admin group, the new account is able to logon.

This probably occurs because of my local security
settings, but I cannot find the solution.
