Changing/restting Passwords

I have been tasks with creating a "Sub Admin" group.
This group will be allowed to create and remove computers
from the domain, manage print queues, and to change
and/or reset users passwords. The group has successfully
been able to manage print queues and add and remove
computers from the domain, but it has not been able to
successfully change or reset a user's password.

I have given the group rights to change and reset
passwords at the root level on user objects

Any advice would be greatly appreciated.
