Appreciate that this is the only one you want to change, but if you "try" to
open another policy, do you get the same error ?
Something is awry here.... enable GPEDIT logging by adding the following
key:

HKLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon\ GPEditDebugLevel

(REG_DWORD) 0x10002.

Try to edit the policy and then look in %systemroot%\debug\usermode and
drop a copy of the GPEDIT.LOG into the newsgroup for us to take a peek.
