2000 server file association

hi,
i have a computer with 2000 member server.
the object is in the computers ou along with the other
member servers.
when i try to associate a new file extention the
'allways use this program' check box is disabled.
i tried doing this on other computer and it works fine.
no security changes have been made.
oh, the computer serves as a ris server but i don't think
it's effecting something.

how can i manage to do this??
