Restricting Program Downloads and Installation

I'm trying to determine how to stop clients on my network
from downloading and installing programs via the internet.
The clients do require the ability to down load files
from different sites, but I need to restrict there ablity
to download and install Programs. I have set a group
policy that prevents program installation from removable
media, except for administrators, disabled the
wininstaller for both machine and user, diabled the
add/remove programs from control panel and the use of the
command prompt. However, on the test bench I can still
install a program if I download it from the Internet.
Any suggestions?
