Normally a logon bitmap is configured via the registry. Try using
regedit and going to the following key to change the image:

HKEY_USERS\.DEFAULT\Control Panel\Desktop

The value you are looking for is called Wallpaper and it will normally
have data with the path to the file you see each time.
