Moving files with folder secuirty

Hi guys,

I need to move a lot of folders from one machine to another via the
internet.

These folders all have custom user settings (set with the security tab in
properties).

So far the only way to "preserve" these that I've been able to find is to
archive them with WinRAR with the "save NTFS securty" enabled.

This works, however the users are simply given as a code number rather then
their user name (I assume this is their unique ID used on that machine).

Is there any way to easily change these to point to the right users on the
new machine? The usernames are all the same, but I guess their ID is
generated from other things. I could go through and manually change all the
use IDs to the correct users but this would take some time.

What I'd like to be able to do is either be able to batch swap the user ID's
for the correct one, or is there a better way to automatically copy the
files and permissions.

The files in question are all IIS websites, I've tried using IIS Export but
I can't get it to copy to a remote machine.
