What a quandry when changing from one OS to another can be for the
unexperienced. Having extra utilities can be a great help.

Whatever you do, don't install anything (including DOS or Windows 98) on your
old drive (now drive E:). If you install anything there you may never be able
to get some of your data back from the drive. You need a recovery utility that
works inside Windows 2000 (if you intend to use Windows 2000) for either FAT or
FAT32 formatted drives. An upgrade/newer version from Norton/Symantec should
work within Win2000 and work on FAT32 drives.

Older Norton Utilities which worked with Window 98 may not work with Windows
2000 (depending upon how old your Norton Utility version is). Windows 2000
does not use DOS but has a built-in DOS emulator which is very good. It may be
possible to recover the data using a DOS recover disk created from your Norton
Utility (for DOS). Run the Norton install for DOS recovery disks which should
work in Windows 2000 and then when you figure out how to change the BIOS to set
the A: drive to boot, then use that to recover data from your E: drive.
However, you may need another partition or drive to copy/recover data to from
the E: drive. If you have extra space on your C: drive, you can may be able to
create another partition on this drive with FAT or FAT32 formatting and then
recover from your E: drive to new FATx partition.
The DOS emulator is good, but you cannot install Win98 from inside Windows 2000.

You may be logging onto the PC using either Admin account, thus you see the
updates under that respective account.

If you don't want to use Windows 2000 (which is far superior to Windows 98) you
must find a way to change the BIOS so that you can FDISK /sys to the Windows
2000 drive from a floppy disk with a DOS version of FDISK (this kills Windows
2000), then partition and format the drive in FAT32. Or, if you have your Win
98 CD then use the Boot from CD option and install Windows 98 from the CD. If
the PC won't boot from CD (won't do it by trying or won't allow you to set the
settings) then contact the tech to see if he can help you.
