Setting Security~

There are some system format , like FAT32,NTFS ..etc.
And FAT32 has two security properties - General and Sharing.
NTFS has three security properties - General , Sharing and Security !!
My question is how to set file permission to the Security (tab).
For example,User A has right to access Folder-ABC that of B's
      computer,then, how to set the Name (ofA) and A's
      permission in Sharing(tab) and Security(tab).
