Setting printer attributes from API Security problem

This is a programming question but it directly involves security - apologies
in advance...

I am trying to set the printer Port using the SetPrinter function of the
winspl.dll.
I am able to query the existing settings but when I try to set them myself
the function fails with error code 5 (Access is denied.) I tried setting the
permissions on the Security tab of the printer properties to allow my user
name to manage printers but this didn't do anything. Is there something
obvious that I'm missing or is the Access Denied because of some internal
Security Descriptor issue?
