LSASS.exe terminated unexpectedly -Can't boot PC

Hello,

During the Windows2000Pro bootup, stand alone workstation,
while applying security policy, the error comes up:

LSASS.exe terminated unexpectedly and the system will be
shut down in 60 seconds....Status code -1073741819.

We can't log on and I have the SP3 CD.

Anyone know how to fix this. Repair doesn't fix it.

I believe there is corruption in the security policy!

Please advise.
