Account Locked out button greyed out

Hey all,

I have my network set up to lock out users after 5
attempts, and it always has been working great, however, I
had a phone call from a user telling me that his account
was locked out. So, I go in manually and unlocked the
account, but when I went in this morning, then Account
Locked Out button is greyed out.

Why would this be? I did change the Administrator
password a few weeks ago, so would that have something to
do with it, or is there something else that's going on?
