My Documents not secure between users

I have a windows 2000 professional installed, and have
set up a second user, as restricted. The window states
the user can use the computer, yet be unable to view
other user's files.

But simply using Explore, we can easily find the other
user's file folders and browse their files with the so
called 'restricted' account.

Is there a way to configure to protect the My Documents
folders of other users or do I have to purchase a 3rd
party security program to password protect the documents
folders?
