single user mode

Windows 2000 is FIPS (Federal Information Protection
Standard) certified (cert # 106) when operated in "single
user mode". What is single user mode? Operated without
GUI? Regular operation with no users except Administrator?
If regular operation with only Administrator account, can
two servers be part of a single domain with no other
users? I am trying to find out if I can use Windows 2000
servers as VPN gateways in a FIPS compliant mode.
