I believe you can run MMC and add the Security Templates snapin to control
who has permission to start individual services.

People wanting a secure remote admininstration tool probably shouldn't use
Telnet as everything is passed unencrypted, including the password. VNC,
the "r-tools" like rsh and the remote administration tools in the Windows
Resource Kit are also generally in this category of not being the most
secure.

A more secure alternative would typically be SSH [try www.ssh.com,
www.openssh.com and click on Alternatives, and/or www.networksimplicity.com
for various instructions and mostly free software].

If a GUI is needed, you could look into PC Anywhere or ReachOut etc., though
you have to be careful to confirm they are considered secure and install
them securely.

www.microsoft.com/support and www.google.com probably give you instructions
on how to configure who has permissions to do Telnet, but again note that
every command and password can be sniffed using a sniffer, even if you use
switches on your network.
