using IPSec with Dial up networking

What i want to do is to dial-up to Cisco access server
from Windows 2000 professional. But i want to use IPSec in
both ends. What do i need to do on Windows 2000 to make
this possible ? (The problem is that i have some users who
give their usernames and passwords to others every time i
change those, but if i put some key for authentication at
their computers the others even though might have username
and password they won't be able to connect.

Please help.
Any idea is deeply appreciated.
