preventing access to c:\ via explorer

Is anyone aware of a way to prevent access to the c drive via any explorer
window.
Now.. before anyone jumps out and says "put proper acl's on the folders"
lets talk about some options.
Im aware of the registry key to hide a drive, however this just hides it and
doesn't prevent access if someone types in c:\
into say.. a "save as" box.
Secondly, locking the root drive down to prevent browsing access would
create a problem for a bunch of other programs that use
temp dirs on the root drive, among other issues.
I have seen this done once before on a computer in times square. If you
tried to go to c:\ it gave you a message that
the policies in place.. restricted by the admin.. etc etc. and it wouldn't
let you to that drive.
Any ideas?
