ie only works when logged in as power or higher user?

Hi,

I'm having some trouble with windows (2k, sp3) and can't seem to figure out
how to solve it, hope someone here can help me.
The problem is that I cannot use internet explorer (6) when I log in as a
restricted user, if I log in as power user or admin everything works fine.
Internet exp. starts up but can't connect to the internet. I've checked the
following:

-there is internet access (even when I log in as restricted user I can do
pings or nslookups)
-I've got the necessary rights for the tmp/temp directories and windows
knows how to find them
-there's no setting in the local security policy that looks suspect.
-there's no firewalls,routers that should cause the problem.

well, that was about all I could think of, hope someone can help me because
other than re-installing windows I don't see any other options....
