cannot change passwords

I have a win2k sbs and 10 users on win2k workstations
using roaming profiles. I just finished sp3 updates on all
machines, and then users could not change their passwords.
It said they didn't have rights to do so. Found one
article about the everyone group, it looked correct but
tried it anyway. now it says the old user or password is
wrong, but the user just logged in with the user password
so it is correct. If however the password is required to
be changed becasue of 45 day time limit, or because the
server is set to require change at next logon, it changes
fine. Thanks for any help, even if it is just where to
find a database of faq's I could search.
