Windows 98 bypasses Windows 2000 Security

I have a strange problem that seems to be quite a security
hole if I am doing everything correctly. I recently
installed a Windows 2000 server as PDC using active
directory. I created a test user "test" and added it only
to the "domain users" group. I then created a folder
under the primary share on the server. Permissions were
set to only allow "domain admins" access in anyway and
explicitly denied "test" any access. When logging onto
the domain using an NT or XP client, permissions work.
However, when logging onto the domain using Win98 (using
the same user "test"), I am unable to browse the folder
(expected) but am able to delete the folder and all
contents. Did I miss something so easy or is this
something that requires a patch to have Windows98 machines
on a Win2000 domain with active directory. Any help would
be greatly appreciated.
