Administrator cannot log in?

When I try to log into the server with the local windows
2000 admisitrator account I get the following error
message: "The local policy of this system does not permit
you to logon interactively". This particular server
isn't a domain controller and the old AD domain
controller crashed. I now can't log onto the member
server. I've tried to open the security policy from with
in mmc however this doesn't fix the problem. Can we
delete the security folder to fix this problem and if so
where else could this server be getting this policy from?
