Encrypted share?

Hi,
I found the following question in a transcender test - I was under the
impression encrypted files could not be shared? Could someone please
clarify?
"Colin is a subcontractor who works in an office adjacent to yours. Because
of the sensitive nature of the files that colins works with, he has been
instructed to save all work to your computer. You configure your windows
2000 professional computer so that Colin can access a shared folder named
ContactorA on drive c. You also enable EFS on the shared folder and disk
quotas on the drive. You establish a 800mb quota for colin..." etc etc Its
a quota question.
My problem tho is that its says YOU enable EFS, that being the case isn't
it under your certificate? So how can Colin access these files? Or am I
wrong?
A clarification would be great.
