Client Certification requests stick on Downloading ActiveX ?

Hi. Client systems are unable to download or apply for Certificates from
our Win2k Server (DC). The pages load and you can Submit the forms but it
just sits with the message saying Download ActiveX. Can anyone suggest
whats wrong ?
