If you have no information that you will miss, then simply
boot the computer with a 98 startup disk and run fdisk
from the A prompt. This will allow you to format the hard
drive and start from scratch.

Aside from that, you may want to search online for "NTFS
DOS". You will be able to create a NTFS DOS BOOT DISK.
Once created, use the disk to boot the computer to the
command prompt. From there, you should be able to
navigate to the local SAM file, where the passwords and
local user accounts are stored, and delete it. The next
time you restart the computer, it will be forced to
rebuild the SAM file and the Administrator account should
start blank.
