Workgroup Local Policy not effective

I'm running Win 2000 Pro on a workgroup (not a domain),
and I'm trying to change the Local Security Policy to
audit more events. I can change the "Local Setting" but
the "Effective Setting" remains unchanged (over several
weeks and several reboots).
Since I'm not running on a domain, there shouldn't be any
domain policy to override my local policy. Any ideas what
else could be overriding my local policy?
