If you reloaded the operating system, that data is likely unrecoverable.
The exception would be if you exported the recovery key prior to your
backup, in which case the recovery key itself would be available via
restore, and could be used to recover the files.

Always back up your recovery key . . . or at least read up on EFS and
understand the repercussions of something like this prior to blowing away
the system :)
