While you should be able to make do with SP2 and any pre sp3/4 patches,
eventually you are going to have to upgrade to the latest service do to file
dependencies. (fwiw, there have been many security fixes between windows
2000 gold (no service packs) and today. going with the latest sp means
fewer post hotfixes to be applied right after install.)
