Disabling The Control Panal

I have set up a network but other users keep messing
about with the control panal settings ?

I have tried to disable the control panal in windows 2000
pro REGEDIT file NoControlPanal & modifiying the REG-DWORD
Number 0x00000001 (1) to 0x00000000 (0) but when i reboot
the machine it returns back to the default setting and
all user can still access the control panal ?

Any help on this one would be apriciated.
