Yes, you can right-click to set up DHCP reservations by entering the IP
address and the MAC address, and enter a dummy reservation for other
unassigned IP addresses on the DHCP server or other ways to prevent the
server from passing out extra IP addresses. However, this won't stop
someone from borrowing any of the IP addresses on the subnet by setting a
static address manually. Also, setting this up in DHCP could be painful if
you have a lot of IP addresses.

To determine the mac address of a computer on the network, ping it, and then
do ARP -a to show the IP address.

You might also be able to detect intruders using new addresses by using
intrusion detection such as Snort.
