AFAIK screen saver lock settings should not be in the same section as power
management, so it should be completely possible to do this in group policy
[as long as all computers are Windows 2000 or XP].

Another alternative would be importing a reg file onto all computers using,
say, the login script, or a script that remotely attaches and changes the
registry via command line tool from the Windows resource kit from Microsoft.
This method should work on other versions of windows as well.

Two problems are that these settings are per user and not per computer, and
that a screen saver must be selected for this setting to work. This means
that the policy must continue to run everytime a new user logs into a
different workstation, and would mean either overwriting the user's existing
choice of screen saver every time the setting is applied, or using a custom
script to try to parse the registry value to determine whether a screen
saver is selected and turned on.
