I guess you're not using the latest version of Windows. XP does this, if
you have the ICF firewall enabled. .NET will do this as well.

My understanding is that Microsoft has wanted to add this feature for a
while, but people like you and me complain if their product is late or has
bugs. So, when programming a new OS, new features are prioritized and may
be axed in order to meet deadline. Keep in mind that when Windows 2000 was
being programmed in 1996 - 1999, this was not as big a problem or concern as
it is now, nor were many customers requesting it.

Getting good security and responding to attacks ALWAYS requires the use of
third party software, no matter what OS you're running. You're not going to
pay $100 or $200 and get every feature in the world, at least not
immediately, nor should you try, because extra features means extra code
means extra bugs. Also, free features bundled into the OS means that third
party software alternatives start dying off. So I see don't think it's so
wrong that you get to choose which free or not free third party firewall you
want to download and install.
