Hello-

I work in the Netowrk department of a fairly large technical college
system in Wisconsin. With the start of the new semester we have a lot of
new students logging for the first time.

Normally, a student is assigned their username for access to the campus
as well as an initial password that matches that username. Upon
initially login, the user is required to change their password to
something other than the deafault.

However, students have been reporting that after they initially login,
not message pops up and they are immediately logged in. When an attempt
is made by the student to change his or her password, using the "Change
Password..." option after login, they recieve the following error message:

Unable to change password due to the following error: 1909

Documentation on this message appears to be nearly non-existant on the
web as well as on Microsoft's Knowledge Base.

If anyone else has encountered this issue and is aware of a remedy for
this it would be greatly appreciated. At this time, we are forced to
manually enter the student's desired password via AD and setting the
"User Must Change Password" option appears to be not functioning as it
should.

Any assistance or insight anyone can provide would be greatly appreciated.
