Unable to logon interactively

The member server after being demoted from BDC gives the
following error , if we try to logon as a local user or a
domain user other than the admin.
The local policy of the sytem does not permit you to logon
interactively.
We have changed the "Log on locally" policy in the member
server and also the Domain Controller but to no vail.
