If the account and/or the profile was deleted using Computer Management,
Local Users and Groups or from Control Panel, System, User Profiles, you're
probably going to have to create a new account from scratch. User IDs are
identified not by name but by SID, so that once a user ID is deleted, the
permissions cannot easily be recreated or transferred to another user,
especially not with free or native Windows tools. [If the user ID was
deleted and the profile still exists for example under the c:\documents and
settings\ folder, you may be able to create a new user and copy over the
desktop icons and favorites and other things... though Office would still
possibly give you the same problem.]

Are you getting an error message when the Office apps try to open up? [I
have had problems where the Office 2000 mini-setup program that runs
whenever a new user opens Office for the first time cannot run due to
insufficient permissions. You could try putting the user temporarily into
the Power Users or Administrators group and launch Office once, then remove
the extra permissions.]
