Permissions and sharing privies completely removed.

I have an end user who decided to remove permissions
completely for the C:\ drive.
As a result, no boot up.
When using recovery console, the Administrators password
works for the log on, yet attempting to open folders such
as I386 yields the message "access denied".

Is there anyway short of completely formatting the hard
drive and reinstalling Windows 2000 to get around this?
Even NTLDR cannot be found.
