Account Lockout Duration

We implemented a account lockout policy. Due to a number
of attacks, we removed it because everyone was getting
locked out.
Since then, people continue to get locked-out even though
the policy is no longer in place.
I've done secedit 2 days ago, but the issues continue.

Any ideas on where teh info is being cached?
