Can SU.EXE be used without a MS network (but Win2K clients)?

Our users are connected to our AS/400 but not using a
network OS like Windows. Their PCs are running Win 2000
SP2. We need to upgrade some software that requires Power
User or Administrator access to the PC. We are trying to
avoid visiting each and every PC for this upgrade, SU.EXE
was suggested to us. Since we do not yet have the
Resource Kit containing said utility, I was wondering if
anyone could tell us if that utility (or another method)
would achieve what we desire, that is, not visiting each
PC for this upgrade.

We would like the users to click somewhere (e-mail
attachment, network folder) and have a script (or
something) that bumps the user's rights up temporarily,
installs the upgrade, then puts the user's rights back to
the way they were. If not SU.EXE, any other suggestions?
