Never heard of that problem before. I might consider reinstalling Windows.
When you do it, make sure it's secure:

... especially make sure the anonymous IUSR user does not have both read and
write permission to any one folder, and use a hardening checklist that tells
you how to delete the Posix subsystem.
You might look through your FTP content to see if any folders have been
added, or check your server to see if it's been hacked:
