Thanks for the responses. The problem turned out to be in our policies.
There were 2 policies that were the problem, we had:
User Rights | Access from the Net set to specific groups when it
needs to be "Everyone" and
Security Options | Anonymous Connections set to "No Access" when it
needed to be "Do Not Allow Enumeration"
