help permission issue can not access drive

I had a computer with 2 hard drives installed 1 with
FAT32, the 2nd with NTFS. I set the permissions on the 2nd
drive so that only 1 user account had access to it. I have
wiped the 1st hard drive and re-installed windows. Now I
can no longer access that drive. I have re-created the
user, with the same password, and can not access that
drive.
