Hotfix locks registry

I am getting an error on some Windows 2000 systems after
installing a hotfix. I have not narrowed it down to
excatly which one gives this error in event viewer but
suspect that it may be ms02-065 068 or 069.
This is the error listed in event viewer.
Windows cannot unload your registry file. If you have a
romaing profile, your settings are not replicated.
Contact your adminstrator.
DETAIL - Access is denied, Build number ((2195)).
I am not using a roaming profile, I am logged in as the
local admin.
I know this was an issue when 2000 first came out but I
thought it was fixed in SP2
