Server not responding normally

I reboot my servers about once every 2 weeks. The last
time I rebooted - 2 days ago - when the server came
backup, it took forever on the loading network.... screen.
When it did come back up, when I go to look at control
panel for anything, it takes forever, If I right click on
network neighborhood, and go to properties, that screen
never comes up, and never shows in task manager as not
responding. If I get into control panel and try to look at
network icon, the same thing happens.

If I try to access the internet on this server, Internet
Explorer just sits there and does nothing.

What could have happened to this server? I've rebooted a
few more times thinking that it was just a bad boot, but
the same results.

Any help would be appreciated
