About The Port?

When I use netstat -an I can See the
UDP port 137 445 135 is open
TCP port 135 445 is open
The File and Printer Sharing For Microsoft NetWorks service is Stop
The Client For Microsoft NetWorks service is Start
So when I on the Internet without Firewell The other one Can access My
Computer Form the Internet Copy or Read file on My Computer?
