329170: Security Update (Windows 2000)

My automatic Windows Update has tried unsuccessfully 12
times to install this update, going back to Dec-13-2002.
Now it pops up and asks to be installed every time I turn
my computer on, and fails every time.

Any ideas what's going on here?
