preventing Uninstalling programs by users

Hi,
in my W2k domain I want to prevent users to open start menu, and uninstall
an application with an uninstall icon of the application there. First, how
can I prevent the uninstall icon of the program from appearing there?
secondly, if I can not prevent it, how can I prevent users to click on it
and uninstall the program by using Group policy, registry...etc?? (centrally
in domain)
