Folder permission settings

Hi,

I'm looking to establish a directory structure in which
only a 'predefined group' may move folders within a
specific volume ('everyone' group [say] is denied this
move functionality).

Additionally, I would like 'everyone' group to be able to
read & write files and append subfolders within
this 'move' restricted folder.

I have tried to establish these protocols within the NTFS
advanced permissions dialog with no success.

Am I reaching for functionality that does not exist, or is
there another way to achieve this?
