Default security zone settings? 2000 and ME?

Hoping someone out there can lend a hand.... I'm trying
to send html emails with Flash content but have run into a
snag with XP users running Outlook Express. Seems as
though the XP default security setting blocks the Flash
content as "Active X" due to the default medium security
zone setting. This is not an issue on 98 machines as the
default is the wide-open Internet Zone. Off-hand, does
anyone out there know if the 2000/ME security default is
set up to block the Flash "Active X" or if it falls into
the same camp as 98, wide open? Any assistance would be
greatly appreciated. Thx.
