The below applies for most recent versions of dell BIOSes:
[Turn CAPS LOCK, NUM LOCK and SCROLL LOCK on]
At POST,
ALT + E will reset the BIOS to defaults
ALT + F will engage and IDE test
ALT + B will reboot the system
